Abstract
Saudi Arabia faces a critical housing shortage in which many citizens are unable to find or afford housing. In this paper, the causes of the housing shortage are identified and a new system is proposed to address this shortage. The relevant stakeholders are identified and necessary solution elements are proposed. The proposed system focuses on increasing the housing supply by opening new lands for development through tax incentives and government cooperation. The solution is compared to a relevant case study. Risks and ethical issues are identified and discussed. Finally, these risks and issues are verified and validated. The proposed solution should be effective at addressing the underlying shortage in housing supply and restoring a balance to the housing market.
